Plans have been submitted to turn 30.21 hectares of agricultural land at Bright Tarn, Berrier, into a holiday-lodge site with 130 units. Westmorland and Furness Council validated the full application on 21 August 2026 and opened consultation on 3 September.
The application is numbered 2026/1674/FPA. Its official description is “change of use of land from agricultural for use as a holiday lodge site”. The applicant and agent are listed as SRE Associates.
What is proposed at Bright Tarn?

Those figures describe the proposal submitted for consideration, not an approved development. The final scheme could be refused, amended, conditioned or withdrawn.
Where is Bright Tarn?
The site is at Berrier on Greystoke Moor, north-west of Motherby, in the Penrith area. It falls within Hutton and Greystoke parishes and the Greystoke and Ullswater ward.
For visitors, the clearest geographic reference points are Penrith to the east, Greystoke to the north-east and Ullswater to the south. Berrier and Whitbarrow already have established holiday accommodation, including The Fellstone at Whitbarrow, but the Bright Tarn proposal is a separate project and should not be confused with an existing bookable park.
Why the environmental documents matter
The application includes a landscape plan, biodiversity material, a drainage strategy and a nutrient-neutrality mitigation strategy. Supporting reporting places the site approximately 3.24km upstream of the River Eden and Tributaries Site of Special Scientific Interest and the River Eden Special Area of Conservation.
The submitted mitigation approach includes a proposed connection towards Motherby Wastewater Treatment Works, ponds to treat surface water and filter drains. Those are applicant proposals that the planning authority and consultees must assess; their inclusion does not mean impacts have been accepted as resolved.
